That said, ... I would urge you to ensure the Federal Republic of Yugoslavia's security forces show restraint and fully abide by the military technical agreement provisions.

The NATO nations wanted to help an ally. They wanted to be sure they were standing by one of the NATO allies when there was a threat.

They will certainly not sleep any sounder in their beds as the result of today's action.
